okay.. leave it to me! ... i'm a fashion and merchandising major at FIDM in california.. and i have an internship with elle magazine.
for the skirt... i would try to stay away with denim skirts unless you HAD to for some reason... the only type of denim skirt that is in are minis, which you can't wear.. unfortunately =[ ... i'd go with a cute, flirty feminine skirt... i'll give you links to some that i like.
for the shirts with sleeves that cover the elbow.. i'd try something like either long sleeves, cute sweaters, or 3/4 length sleeved shirts.
for the shoes... since you can't wear heels, and have to wear socks, that kind of leaves everything cute out! lol... but it's okay, you can still make it work ... is it okay to wear stockings? not socks? because if it is, get a skin colored stocking and wear cute ballerina flats that match you outfit.. those are SOO in now and they're adorable! also, you can wear sneakers, but it does look a little funny to wear sneakers with a skirt, but oh well, everyone has to deal because those are the rules of your school.
for accessories, add a cute belt outside of your shirts.. probably a brown or white... they're so in.. also, try beaded jewelry.. like necklaces and bracelets... if you want to give your hair a cute touch, get a cute wrap [like a scarf] that you can tie around your hair like a headband.. then put it in a ponytail.
try these stores... H&M, DELiAs, abercrombie, hollister, aeropostale, charlotte-russe, forever 21, and american eagle.
i'll try to give u as many cute links to cute clothing from well-known stores as i can... so you can try to get some of them if you like them.

Your question doesn't provide many specifics on what Your personal preferences are in dress....that would fall within your guidelines or restrictions, as it were..... So I'd like to provide some general ideas that are timeless, as far as women's dress, and options you may not have considered. Firstly, do you like to sew? If you do you will always have "limitless" options as far as clothing is concerned. White shirts with 3qtr sleeves, go good with just about any pant, or skirt color or texture you choose, get two or three of the same kind, and you can dress them with different types of jewelry variations, that you can make yourself also. I saw an idea that I thought was so easy it was unbelievable, these T's are real popular in the store windows now but they are easy to make. Just take an oversized T shirt and run elastic just under the bust all the way around, which makes a bodice....recut the neckline to make it circular, removing any of the ribbing that is standard with T's. The sleeves can be shorter or longer depending on your preference, but all is compatible with just about any pant or skirt choice you make. Fashion magazines like Victoria's secret, and Speigle are good sources of inspiration for things you can do or ideas. Also the fabric stores have pattern books that provide another great resource for ideas that are easy to make. Especially with the new "no sew" iron tapes you can buy to make temporary hems 1st then permanent after awhile if its what you decide. Start small, be a collector, window shop till you drop, over time you're likely to be very suprised with what "you" can do. Every one should have a sense of style and know what it is. You'll never regret it.

Whoa, and I thought MY dress code sucked! First of all, go with A-line skirts, they are the most flattering. Try J.Crew for nice styles that aren't too matronly. Don't wear big flower printed skirts- they make people look wider. Go for cordouroy skirts if you can find them- in dark colors like brown, tan, or hunter green. For shirts, get some cute fitted oxfords (Ralph Lauren has amazing ones) or those long sweaters that are in right now. Get some thin and long tank tops for layering, they help keep an outfit "on its toes". As for shoes, they're making it hard on you with the socks thing! Go for cute but classic loafers- J. Crew again- or boots (cowboy boots would really mix up an outfit- go for a whole western spin- or Uggs would be good too), and get some ankle socks. Try a pencil skirt in denim with a horizontal stripe shirt (3/4 sleeve), and beret with... I can't think of any shoe without heels! sandals or mary janes i guess. Get some nice autumn colors like raspberry, olive green, royal purple, khaki, etc...
Also, try A-line knee length cotton skirts with a solid t-shirt and a fitted jacket on top, maybe even a shrug. I can't believe you are not allowed to wear pants!!
You can also try vintage denim ankle-length skirts with boots, but I dont know how you can avoid the heel! maybe cowboy boots.
Anyway, for the shirts, get any shirt you want, and wear a shrug or cropped jacket on top. that way you can get stylish tees and still cover the arm.

You know those t-shirts that cover the elbows but aren't quite long sleeve? Those.
Bermuda shorts with knee high socks and maybe converse
Accessories like belts and necklaces and be a bit colorful maybe.
Your outfit restrictions make it very hard to find something that is actually cute and creative, you know? But what I listen above is something I find cute, but not on me, I have seen few people do it and they looked very cute and different.

try wetseal.com. they have alot of cute things that would make cute outfits and still match your requirements.
as far as skirts are concerned, there are pencil skirts (straight fitted) and peasant skirts (long/flowey,usually requires a slip). the colors brown and white (or any neutral color) will go with pretty much anything. it's even easier to match if the skirts are corduroy or denim.
i think a western styled shirt, or even a plain, long-sleeved shirt would look ok with either skirt style. you can go for the layered look if you want.
don't worry about heels-they're not really "in" this year. try a brown sketcher-type, or converse shoe, or even ballet flats will be cute too!

Wow, thats worse than a uniform. I suggest a 3/4 sleeve shirt under a cool tee. You should wear a below the knee white eyelet skirt and flipflops or flats with this outfit. Its very cute/trendy and it follows all your "guidelines"/fashion rules from hell.

you could wear a bohemian kind of thing, you know long flowy skirt, tank, and a shrug that covers your elbows. then wear some funky flats with sheer socks.
or- wear a denim skirt and a button-down, collared shirt from Abercrombie, like here: http://www.abercrombie.com/webapp/wcs/stores/servlet/ProductDisplay?storeId=10051&catalogId=10901&parentCategoryId=12203&childCatgroupId=12203&categoryId=12279&productId=1&langId=-1 . if your belly shows, wear a camisole. actually abercrombie has some really good long-sleeved stuff, like it covers your elbows but that's it.
wear lots of cool, printed long-sleeved t-shirts and denim skirts. hot topic is good for this.
or just layer some cool fitted t-shirts over some three-quarter sleeved shrits in basic colors, like get ten of them for cheap at old navy and just go crazy, always with the denim or khaki skirt.

thats really hard to pull off !! im known for best dressed at school cuz im funky so check this out !! these are my suggestions and good luck cuz your school sucks !!
wear a white skirt that goes a little below the knee with a wide white belt overtop a black long sleeved fitted henley [see aeropostale.com]. wear tights that blend in with my skin [instead of socks] and wear white flats. wear your hair down with a black wide headband. paint your nails black or white cuz its funky. ACCESORIZE MAJOR TIME !

Ahhhhhh! Your school SUCKS! Umm....Try to accessorize. A cute choker and earrings with bracelet. Try a baby blue quarter length shirt with either jean or khaki skirt, white socks and
brown, black, or white shoes. Paint your nails to match your shirt.
