i have a dark green blanket covering the bottom of my tank i suppose it looks like spilt dried paint. it has got a plastic like look to it and i can peel it away easily its deffinatly not normal algie if its algie at all, can any one tell me what it is please and how do i get rid of it, it comes and goes i have not got a clue what has caused it, it grows really quickly i have cleaned out my tank totaly and regually and have a good filter i have never seen any thing like this before any one got a clue?

Its Macro Algae. You should just be able to syphon it up during water changes (assuming you us a syphon gravel cleaner when you clean your tank). You're getting it because of too much light, and probably too high nitrate, which algae uses as food. Are you changing enough water when you do a change? Practical Fishkeeping Mag has a water change calculator on to tell you the amount to change:

If you have any pictures of this stuff it would help. It sounds to me like it could be hair Algae, but that would not match the description you just gave.
Is this a saltwater or freshwater system? How big is it, and how often do you do water changes? Also - is it a planted tank? Or is there any plants at all in there?
What kinds of fish are home to this setup?
Lots of questions - I know, but without knowing this it's kinda hard to pin this one down.

had this once in my tank a long time ago
clean out the tank completely boil the gravel and sterilise the tank with a sterilising solution from the fish shop they now have specialist disinfectants for ponds and tanks
replace your filter material as well
(when I had it I had to use bleach and rinse the tank out with clean water took ages and I still lost some fish)
your fish will be fine in a large container with the heater and air stone in it while you do this
throw away any plants you have and it you have ornaments in the tank boil them as well
if you don't want to go to the trouble of boiling the gravel then replace it
apparently it's a type of fungus

it's just a blanket algae, try to reduce the light, cover back of aquarium if near a window and turn off the aquarium lights
during the day and when you go to bed

its just blanket algea,your tank might be in direct sunight. just scoop it all out by hand and chuck it on your garden(good fertiliser). wont cause any death to your fish unless it chocks the tank up as it reduces oxygen.

My tank had some type of green blanket too. Pet store said it was some type of mold. Good Luck.
