other child is only 4 but this child has bit a child in the eye and puch my 9 year gril in the face he ran my 8 year over with a battery operated 4 wheeler that and the mom thinks her child can do no wrong when parnets tell she always blame the other kids.

The only thing you can really do is keep the kids away. The behavior of the neighbors will only get worse as they get older. Along with the injuries. When it's time to go out and play warn your kids about the bullies and how they have to stay away. As a parent, if I got alot of complaints, I would do some serious investigating and then some serious discipline.

It is probably hopeless. You can try once again to tell the parents (?mother) that her child does not play well with others. If you can, take the 4 y/o monster home after every infraction and tell your children that they are not allowed to play with "Johnie" because he doesn't know how to play yet.
