yahoo has a site builder it is pretty easy...I don't remember if it is free, but check into it

You cannot make a stand alone website for free you must purchase a domain name. Like the others have said above you can easily freeload off of those sites(nothing wrong with that at all freeload is an awful moniker but that is what it technically is)
