What kind of question is that? Grant programs are for anyone smart enough to come up with an idea that they can sell. My late husband often said he should apply for a grant to find bad bars in northern Wisconsin. I wish he had. It probably have been granted, as there are many others that are just as inane.

Congress cannot order a state legsilature to do anything. However, Congress has absolute authority to decide where federal money goes. So, if Congress want's to bribe a state, or blackmail it by threatening to withhold federal funds, it is fully legal for it to do so.

No, it only takes the federal budget to do that.
