If you Paste an image into paint.. there will be these 2 yellow background icons.. choose the 2nd one.. "transparent background" (1st has white around green cube, 2nd has yellow around green cube)

If you're drawing by hand.. Make sure.. in file menu..
> Image > Draw Opaque.. is Unchecked.

Be sure to save as a .GIF

Any white space around the main image will be transparent.

What do you mean by making the "pictures transparent"? I am not exactly sure what you are meaning, but here is my best try....

Notice that when you are using the cut/paste features, that there are are two symbols on the bottom left of the toolbar with different shapes, etc. The bottom of the 2 icons is so you can paste with transparent BACKGROUND.... Try using those and play around with it. Good luck!

From what I've seen, Windows Paint is horrible at transparency. What I like to use is Paint.NET. It's a free paint replacement that has many more features than Windows Paint, but isn't as complex as Photoshop. You can get it from here: http://www.getpaint.net/ It handles transparency a lot better than Windows Paint.
