In one of the Canterbury Tales, there is this line, "This Nicholas anon let fly a fart, As great as it had been a thunder dent". That was written in the 14th Century by Geoffrey Chaucer, an English poet and writer. So as for who first termed the phrase, who knows, it's been around for a long time and will probably remain for many centuries to come.
