I have a great story outline on a paper, and looking for someone to write it.........

Ghost writers are generally hired by publishing houses to write memoirs for famous or known people who have no writing skill themselves. They are also used for writing books taken from TV shows as another example.
As someone who has done this kind of writing I can tell you I would have no interest in working with an individual who has a good story--the legal ramifications alone are mind-boggling.
I agree I would try writing it myself.

Be prepared to spend a lot of money to hire a ghost writer. More than I suspect you have available in your piggy bank.
