yes, and it is time to get on the pill or shot. Because it will not be long until you go farther. If you are afraid to talk to your parents, call your local family planning clinic and get an appointment. I would suggest the shot (you do not have to remember to take it evey day). Also always use a condom when you get to the point you are having full intercourse, because many men carry STD's without knowing it and it is better to be safe than sorry.

Although it does not count as having sex and technically you are still a virgin, it is still a sexual act which is the same as being sexually active.
