It doesn't. It's just so far away that it appears to stay in exactly the same place. If you walk while looking sideways at a nearby building and a far away building, you'll notice that the nearby one falls behind faster while the far away one 'follows' you more. Well, it's same principle, multiplied about 100000 times.

It's called a parallax or motion parallax.
Objects move slower past you the further away they are in relation to your postion.
Because the moon is so far away from you, your change in position is so small in comparison to the distance from the moon it appears not to move. :)
