That depends on the terms of the rental. There was one instance where the terms of the rental explicity stated that I (the tenant) was responsible for all gardening issues.
However, if it is not explicity stated in the terms of the rental, I would say that responsibility falls upon the landlord/agent.

Most likely it is the owner or rental agency, but it depends on the rental contract. In reality, responsibility falls on everyone involved. We are all in this together, may I be of service?

Call the property owner or managing agent and ask them your question. Also, read your lease, the information may be in the lease.

The owner is responsible for such large problems. Contact his agent and contact your cities code enforcement division. They have the ability to force the owner/agent to fix the problem.
