This questiuon hits a nerve. I can't bear anyone letting a phone ring out. If I'm in a shop and the assistant politely lets a phone ring so as to avoid interrupting me, I make him or her answer the phone.
However, if the tables are turned and it's me who's being called, I divert the call so as to be polite.

I do not answer every time when my phone rings. Sometimes it is good to disconnect from people. You just need to decide what is important. People can leave a message if they need to say something important.
