Components could be sourced from foreign manufacturers for assembly in the home nation without disclosing secrets related to component function or device engineering. Retaining the right to manufacture and adequate spare levels should eliminate security concerns. Finally, knowledge and manufacturing capability are retained in the home country by sourcing from home country and foreign manufacturers but device assembly and testing is restricted to the home country. I think this would allow for free trade while stimulating competition and maintaining security.
