Highway 52 by the landfill (between 805 and 15) seems to have the most, but I've also seen them on the 8. The splash patterns usually go forward - not backward like they would if they were just accidental spills from a moving vehicle.

Idiot kids drop them as a prank and get paint all over cars. The spatter goes forward because they are traveling at 65 miles an hour when they hit the ground and velocity carries it forward. Basic physics: things in motion tend to stay in motion.

daves got it right. I'm pretty sure though that it's done with paintball guns, but i could be totally wrong, because that's oil-based pain, and the stuff on the road never goes away.

i tell you that me and my two friends just did it on del mar hieghts road last week, all the way from the beach to Torrey Pines High School, 4 paint cans.
