Sure. If you enjoy art, then that's a great idea. It is important to look ahead, but taking classes you really enjoy makes the college experience far more enjoyable.
Career wise, it really depends on what you want to do. If you want to be a graphics designer, a minor in studio art can be helpful. It indicates that you have an real interest in the arts.
Even if you want to be a hardcore programmer, having a art minor makes you look more interesting to potential employers. It says that you have a creative side, which is often too rare among engineers.

Graphic/communication design is the minor to take - not studio art. A graphic designer is taught to think conceptually and solve problems. Courses utilize technology as their palette - whether creating digital photographic imagery, multimedia products, or corporate driven materials...; Ad design -- generating commercials via Final Cut Pro and a command of all things computer-related. Meanwhile, studio art involves art for art's sake -- happy accidents, charcoal war-torn clothing, stretching canvas, and woohoo-- color wheels. Resume and networking opportunities abound with the graphic design side coordinating with your main degree. Such a combination should prove you worthy of some decent job opportunities in your future. If I were interviewing you for a job, I'd sure want to hear a good explanation of why you did this. If you're a CE, why didn't you minor in math, or physics, or chemistry even? Or if you're an artist, how on earth is it that you're good in such a left-brain area like engineering?
Maybe you mean something different that I do by Comp Engr. I think of guys (sorry, but it's almost all men) who design integrated circuits, boards, drives, and in general all the electronics associated with computers.
