Buffalo has recently had an increase in gorgeous downtown condos available for rent. These apts are mostly reuse buildings, many old factories retrofitted with modern amenities and decor comparable to NYC or other cities. Rents from 1200-2300 are common - expensive for a low-cost city but comparable to bigger cities.
Buffalo does not have large tenements, like in NYC, Brooklyn, etc. There are many slummy apartment buildings, just with less people.

Been to Buffalo, it has apartments, most of Buffalo is pretty scuzzy. Just like any other large city.
