Yeah, I would go with eye liner on top and bottom, I am a blonde too with the same eyes, and it darkens them and makes them stand out even more. I use brown in the winter time, but in the summer/spring stick to lighter colors like pink and light blue unless im going out at night time. also, try black eye liner, it looks good too.
And, as far as foundation... i rarely use it except in spots i need it, like under my eyes after a long nite, or to cover up any blemishes, if you do use it though, use powder it is much easier than liquid to even, and the liquid makes it more oily.

I suggest you only put eyeliner only on top, if you put it on both, it'll make your eyes look smaller. If you want to put it on the bottom anyways, just put a little or use eyeshadow to do it. Browns and dark pinks look great on green eyes, try purple/plum too. If you have liquid foundation, put it on a sponge and gently pat it on, dont drag the sponge. (prevents the foundation from being uneven)

Put your eye liner on both the top and bottom of your eye.
For eye shadows use gold or purple shades.
For foundations try using a powder with a brush.Try bare minerals. It's good for the skin.

ok............ only put the eyeliner on the lower part of ur eye and yes u should use pink and brown eyeshadows but brown would look better and a like a popping pink. im a blonde and hazel eyed 2 and i usually wear a brown mixed with pink eyeshadow. o.......... and 4 the foundation use a sponge but dont rub it on ur face just pat it gently

Eyeliner should be thin along the bottom. I personally like to smudge mine a little so not to leave such a harsh line.
With foundation I use a sponge, its more hygenic than hands and creates an even coverage.
If your foundation is to thick and you dnt have enuf time to blend try using a little moisturiser added to it.

Use different colors like snow white or light silver eyeshadow in the winter time, as for the eye liner I would use black eye liner. I made a list of all the different colors you could use:
- Baby blue
- white
-lavender (if it's liquid eyeshadow then mix the lavender with baby blue)
- silver or slate gray
for the spring/summer:
-dark greenish type color(s)
-pink
- light orange
-sky blue

You should put it on the top and bottom i have hazel eyes and i wear pink or brown it depends on my mood they both look great on me i think they would make those colors will look good on you.

the eyeliner always goes on the top and bottom. and no, light purples are supposed to bring out green eyes, and i'm not sure about blue eyes though.

You should try the foundation True Match by Loreal. I had that same problem and some girls here recommended it and I recently bough it and it covers my imperfections very well and the color matches my natural skin tone pretty well.
