The NIST Internet Time Service (ITS) allows users to synchronize computer clocks via the Internet. The time information provided by the service is directly traceable to UTC(NIST). The service responds to time requests from any Internet client in several formats including the DAYTIME, TIME, and NTP protocols.
This software is compatible with Windows 2000.
NOTE: the NIST website is having some problems at present, due to Ernesto. You may have to wait until Tuesday, before you can download the free software.

You want to use an NTP package.
Comes "free" with Windows XP
I used to use dimention 4 - but now not free for commercial use at version 5. It was great. Probably still is.

I have heard that atom time is good.

List of several more here:

I have used the "real" full NTP server on windows 2000 server. So I would sync the server to teh INternet and then sync the other computers to it. This is a resource hog, but is great for that practice.
