Right when you're trying to remove an old light bulb, it breaks on you, leaving a base stuck inside the socket. Here's how to remove it quickly and safely.
Steps:
1. Turn off power to the bulb and unplug the lamp.
2. Put on protective gloves.
3. Grip the metal lip of the bulb with needle-nose pliers.
4. Gently unscrew the bulb base, turning it the same way you would an unbroken bulb. Watch your fingers while turning the bulb base. Sheered glass remnants may still be inside.
5. Remove the bulb base from the socket.
6. Be sure to vacuum up any broken glass from the floor.
Overall Warnings:
Be sure the power is turned off before placing pliers inside the bulb base.

And if the potato method doesn't work, use needle-nosed pliers:
Using both hands, insert the pliers as far into the broken base as you can.
Spread the handles apart, exerting force against the sides of the bulb base with the tips of the pliers, and rotate counter-clockwise (the pliers, I mean).
Continue turning until the base is out. If you meet resistance, turn base back in slightly and then back out. The idea is to remove the broken bulb base, not break the fixture.

My father always told me to take a potato and cut it in half and use that to twist the light bulb out. If it's in to deep for the potato to reach it you can use pliers but make sure you put gloves on or something to protect your hands so they don't get cut.

First, turn off the power. I've used a needle nose pliers. A raw potato is also supposed to work. Jam it in there and twist.
