In the late 1990's, I would sometimes hear this song on the radio(usually on KROQ). The song would stop and someone would purposely sing off-key as if they were maiking fun of the song. At first, I thought the DJ was making fun of the song between song. But this was actually part of the song and then the song would start again.

"Rush" by Big Audio Dynamite.
I couldn't remember the lyrics until I read them.

This sounds like Rush by Big Audio Dynamite you're talking about. It came out in the early 90s, I think. It starts off like a serious song, and then they have this 'donut' in the middle where random bad singing is thrown in. (It does sound like it's the DJ horsing around!)
