When i have visited a designer clothing store, i have notices each time i go in, they usually have this label that i have never heard of before and they charge like £100 for a jacket.
How does this officially become a designer label? Or can you just buy any cheap clothing line and as its being sold for alot it becomes designer?

A desiger label is a state of a persons mind. usually it effects people with too much money and no brains.

There's "designer" clothing, then there's DESIGNER clothing. "Designer" is usually when the person created the design and drafted the patterns themself. Those are "real" designers- Coco Chanel, Versace, Bob Mackie, etc. DESIGNER is celebrity clothing- other designers come up with the looks, and the celebrity or notable figure chooses what they like and think suits their style the best. There can be some big names, but most of them are generally nameless nobodies who do the production side of fashion.

well if u have a designers license and everyone knows about your label and all these big people(stars) are wearing your clothes then its a designer label!
