That largely depends upon where you live. Some providers are national, others are regional, and some are local. There may be good and not-so-good providers in each category.
Speak with your friends who live near you, and discuss which ISPs they like, which they don't, and why. Make sure the ISP you want provides the type of service you want (such as dial-up, DSL, cable, etc.) and that you live in an area where they provide that service. If you are getting dial-up service, make sure that there is a local phone number for access where you live. Most ISPs have web sites, and some of them are quite useful in finding descriptions about what services they offer and at what prices.
If you travel a lot and you bring your computer with you, you may want to consider an ISP that is regional or national. Be aware that "national" coverage does not necessarily mean that service is available everywhere. This is especially true of rural areas, where most ISPs do not have local phone numbers.

On this topic, currently, I have had a service with Cox. They are good in a way due to the fact no contracts, and no hidden fees, equipment charges, and installation that others have. However, since my plan has ended, I was checking the prices out. I was told by a sales agent that told by a sales agent that their preferred plan that I was on was going to be over $46 a month for 1 year. I called a second time, due to the fact I had some questions regarding an internet offer. I was told that I could get a plan for a little over $40 for 6 months. Since then, I have been on the internet at their site and see an offer for preferred internet for current customers for a little less then $35 for 1 year.
So, beware that internet providers sales agents might not be forth coming, nor honest in what they tell you. Research the subject thoroughly, before acting, and state what you have found and ask questions. Do not blindly accept and agree to what you are offered and told.

I recently signed up with the new AT&T/Yahoo! internet service. I'm very pleased so far. Their web site is pretty handy also. Adding the Cingular cell phone I've had for years to my new internet service was unbelievably easy and convenient.
Please join me in sticking it to Time Warner Cable.
