You could be talking about blending on a painting or drawing, or a photograph. If you are talking about a phtoograph and are using adobe photoshop to edit it, I can answer your question now: Go to FIlter>Blur>Gaussian Blur and change the settings to suit what you want (or you could use any type of blur from that menu), or use the smudge tool.
