i would like to make a backround for my computer useing things i have found like pictures and icons and thing like that but i dont no what free programs are out there that i can download. Thanks!

Picasa can do that.

You can use any image editing software to make a photocollage.
One that uses layers will be best ... there are many tutorials online how to use layers.

If you don't mind purchasing software, go for Adobe Photoshop Elements 4, about $75 US ... it is not specifically a collage software, but you can do them easily on it, and there is so much other functionality on this program, its worth the money.

There is also a really excellent book that teaches you how to do photo collages and more, and it's inexpensive, $10 US .... it is called :

In Easy Steps -- Digital Scrapbooking
Well worth the few dollars to get it.
Very easy to understand and follow.
