A company offers the class and certification program. You have to agree not to hack anyone else's systems besides the company you work for. It teaches you to find and exploit vulnerabilities and work within the company to resolve the vulnerablities.

Most employers don't employ "certified ethical hackers" directly because there is a big question of trust. Most people whose job involves testing a company's security actually work for one of the security software or security consulting companies. Companies who want to have their defenses tested hire the software or consulting firm to perform the tests. So in my opinion, the course you are thinking about taking might not get you very far in this career. And its reputation in the industry isn't all that great, either.

Hackers might be certified but certainly not ethical.
