How can i send a picture as HTML page. because i don't want to attach picture

have to send as an html e-mail (html code) which is basically sending a web page thru e-mail. Some e-mail clients don't support it but most should.
would also recommend what Chit P said, a little easier, use imageshack.us or photobucket.com for hosting.

well, you can't. HTML is a series of markup commands. what you can do is upload the picture onto the web, using whatever webhost you want, and simply link to the picture.
for example
http://www.geocities.com/lxk187/shorty1.jpg
It's not in HTML, but it's a picture that can be viewed on the web...
