Spiders make spider webs, with the purpose of catching dinner. Cobwebs begin with a strand of spider's silk, but it attracts ionized dust motes, and builds into a chain, which has no purpose except to annoy housewives.
If you look at a spiderweb and look at a cobweb you will see that nothing is ever captured in a cobweb, it just hangs from a lighting fixture or some other place that's hard to get at. Spiderwebs do catch flies and other insects, and are patrolled regularly by vigilant and hungry spiders.

It is a spider web, but its not one a spider has lived in for a fairly long time.
What makes a cobweb is dust particles attaching to it over time.

I think thatr dust makes them. If a spide rmakes them, it's a spider web.
