A cult film has a small but dedicated following (think Rocky horror picture show). If it stay popular through the years it is considered a classic.

a cult classic movie is a movie that has a huge fan base. although i wouldn't call napoleon dynamite and snakes on a plane cult classics

It means that it does not have a following in the mainstream sense, but that there is a select group of people who are fans of the film or even rock band.
