And the concept of Congress getting states to do things by withholding funding has been established as valid for over a century. Congress cannot order a state legislature to pass a law. But Congress has full control over where federal money gets spent. So, if Congress wants to blackmail states like this, it is legal.

And there lots of things that count as fundamental violations of human rights. Having a consistent scheme for issuing state and federal ID cards is hardly on of them.
