There are a couple of options and I'm assuming you're running Windows XP.
1. There is an auto on function set in the BIOS. I wouldn't recommend that you delve into the BIOS yourself, call your technical support number if all else fails and they'll talk you through it.
2. Your machine isn't actually shutting down, it's sleeping and there's a power up event occuring to switch it back on. Check this by click Start -> Control Panel->Power Options. This wil show you all the power control settings. Click on the Advanced tab to see what it does when you ask it shut down.
There are two possibles for "Hang up" -
1. "Hang up" a dial-up internet connection. You don't have any choice, the machince maintains the connection unless you use a router so if you turn off the machine you turn off the connection.
2. "Hang up" meaning to crash or stop responding. The power manager settings are corrupt or at least very wrong. Turn off the power manager handling in the BIOS and let Windows look after it, again I strongly recommend you call technical support to talk you through this.

Believe it or not, I have heard of this happening before.
My BEST suggestion to you is to unplug it when you turn it off.
I can pretty much garuntee you have a broadband internet, and an old firewall... Hackers LOVE to mess with people by hacking into your system, turning them on and off... so, upgrade your firewall, AND un-plug at night.
