My Haynes Manual I bought (for my 96) goes from95-99. It says only the 95 has an inline filter - which is located inside "fuel pressure regulator" which is on intake manifold of engine. The 96 and on thru 99 has the "filter/pressure regulator" located on the right side of fuel tank - removeable without removing fuelpump (it says). Get yourself a manual at Auto Zone type auto parts store , - it is worth the money!! You will see the illustrations and instructions on PP "4-13 & 4-14. This will let you see what the part looks like so you can find it!

I'm not sure on the Neon.... but in Chrysler products of the past it was located inside the gas tank..... it's true..........
