Yes and no, technically the outside lanes are considered slower than the other lanes in the pool. With competition lines that helps reduce the motion and wake created from other lanes. When swimming an outside lane, you want to stay away from the wall or you risk kicking it as you swim. The lanes in the middle of the pool are considered fast lanes because the wake from the other lanes, and yourself tends to move outward toward the walls of the pools where they are overflowed in the spill grates-minimal backlash off the wall back toward the center of the pool, again though, while competition lane lines don't eliminate wake, they do minimize it.

Technically, yes.

However, I dont think the effect will be great in competitive swimming cuz there is too much disruption in the pool for it to have a huge adverse effect on the swimmer. I know this thanks to a fluid mechanic class I took. So, school finally makes sense. WOW!

Yes because, even with the lane lines, the waves push out toward the sides. That's why, in lane assignments, the faster people get the middle lanes. It's an advantage to get the middle lanes. But, I don't think it makes THAT BIG of a difference...

yes, the wake rebounds off the wall and creates more turbulance than that of the rest of the pool

i would say yes because there would be increased resistance of water next to the wall.

Yes but by only milliseconds so it doesn't count that much (unless you are in a compedition).
