Can't be

the slope is "m"
y = -4x + b
3 = -4*2 + b
11 = b

You need to use the point-slope equation; (y - y1) = m(x - x1).
Substitute -4 for m, 3 for y1 and 2 for x1.
That gives;
y - 3 = -4(x - 2)
y - 3 = -4x + 8
y = -4x + 11

the standard slope form is y=mx+b, where m is the slope. in this case its -4....input your values into the equation and you get

3 = (-4*2) + b
3 = -8 + b
11 = b

so the equation would be y=-4x+11
