More then likely your neighbor will let you dig them up just ask! Hardiness
Cannas can be grown the year round in Florida and southern California (zone 9) or wherever average annual winter temperatures dip no lower than 50F. Elsewhere, they must be grown as summer bedding plants, since the roots cannot withstand frost. or dig them up in the fall store them in a paper bag in a cool dry area and replant in the spring after all chance of frost has passed.

Cannas DO NOT have to be dug up in fall. they are very hardy plants and very hard to kill once they are planted. Cannas spread every year. If She is ok with you digging them up then go for it! Cannas are a great addition to flowerbeds!
Fall is a great time to plant any perennial, tree, or shrub. Planting in the fall gives plants a chance to establish roots before spring when they can then concentrate on blooming.

that's real low down. what could the price of these bulbs possibly be that would make you consider swiping them?
bulbs are primarily planted in the fall anyway.

My mother has done that before with bushes (rose and regular, someone gave them to her when they moved). They did, but you definitely have to keep an eye on watering and fertilizing the first few months.
