"has" is third person singular (he, she, it) form for the verb "have". "had" is past tense for "has".

These are all good if you're talking about has and had as parts of the verb "have", meaning, among other things, "to possess"

But "have" is also an auxiliary verb used for the perfect and past perfect tenses:

He has gone.
He had gone.

Here the "has" is the same as the present tense form, but used as an auxiliary, it denotes a past action.

The general rule to remeber about using these two is "order of tenses". The simple perfect (has) is used for someting that happened in the past. The past perfect (had) is used when there is another action that took place in the past but at some time more recent.

He has parked the car.
He had parked the car before the rain started.

Is your sentence stating an event that is happening now or one that did happen? For a current event, "It has snowed for four days straight," it's still snowing, so you'd use "has". To state a past event, "It had snowed, but now the snow's melting," you use "had".

Its the present and past tense. He has $40, or he had $40. If he had $40 then he spent it and doesnt have it anymore.

Has is present tense for third person singular. Only use it for he, she, or it. He has the water.

Had is the past tense (Called perfect tense in Latin). It's used for all persons. I had, you had, she had, we had, you all had, they had.
