No, a "time machine" will never be built in a way that works. The only conceivable time travelling is to travel at high speeds for some period of time. The faster you travel, the slower time passes for you. So if you can figure out a way to travel at a substantial fraction of the speed of light, and you do that for say, 15 years, the people on earth will record you having been gone for much longer. So as you've been gone for 15 years, when you come back it may be that everybody that was here when you were here have now died of old age. If you're interested in this concept I suggest you read Brian Greene's "The Elegant Universe." The beginning 80 pages or so would be a good reference.

Nobody has come close, only theorized the possibilities. Here's some of Carl Sagan's thoughts on backward's time travel:
"Then there's the possibility that they're (time travelers) here alright, but we don't see them. They have perfect invisibility cloaks or something. If they have such highly developed technology, then why not? Then there's the possibility that they're here and we do see them, but we call them something else—UFOs or ghosts or hobgoblins or fairies or something like that. Finally, there's the possibility that time travel is perfectly possible, but it requires a great advance in our technology, and human civilization will destroy itself before time travelers invent it."

no one has come even remotly close. It would have a lot to do with Quantum theory. This might help you understand what time is.
