A hunter is the one searching for the hunted, and the physchological advantage depends on the situation, when hunting for animals, the hunter has the advantage because the animal is not aware it is being hunted, therefore is not prepared to escape, in say a game of of hide and seek, i would say the hunted has the advantage because it already knows where the searcher is and can therefore avoid him easily, if both parties know the situation and say it is a life and death one and neither knows where either is, the hunter still has the advantage because although he does not know where it's prey is, he is not fearful, the hunted is and therefore causing him to be disadvantaged

I believe it to be the hunted because he has the choice to become the hunter which would put him at an advantage for sure. This is because the hunter has one goal - to hunt, while the hunted has 2 - survival and elimination of the hunter to continue to survive.

Being A HUNTER requires one to use thier innate skills of PROVIDING, whereas being THE HUNTED requires one to use thier own SURVIVAL skills.
This can be applied to many situations and conditions.
The psychological ADVANTAGE depends upon which setting this is applied. %Is the Archer better equipped or is the Fisherman better equipped for survival in the woods?
Or - Is the Physican with a PHD better equipped (mentally) or is the Technician better equipped (physically) to re-lay the broken power line?

The hunter is preying upon.
The hunted is preyed upon.
If the hunted does not know they are being hunted, the hunter has the advantage. If the hunted knows they are being hunted, they can hide, or do their best to hide, thus escape being captured or killed.
