I live in Western Pennsylvania. We have what you are looking for. Hills, maybe 60 inches of snow with ski resorts in PA, Western NY and WVA. We have National Parks, state parks, county parks, local parks, lakes, rivers. Pittsburgh is 12 miles from me, and that's close enough. We have the Carnegie museum, art galleries, library.
I live in a condominium complex with about 1,000 units of various types. Lots of people jog and walk on our largely private streets.
But, if you are an attractive, single, young woman it is probably not that safe for you anywhere in the world being out on your own at night.
We do not have any crime in my neighborhood. Just some occasional childish vandalism.
It may be hard for outsiders to believe, but our air and water are clean. The steel industry pretty much died out about 25 years ago.

Move near Denver in 1954.
Big cities eat up small towns. You have put out a tall order. I really don't know of a place that can fill your bill. I will watch with interest.
You would have more luck considerng a small city. One thought is to park between two metro areas and have access to both. Between Denver
and Colorado Springs is a spot with some room left and lots of city offerings in both directions.
With warming trend you may need to consider an hour, or hour and a half, West of Denver or there is Salt Lake. But face it, there is no city with snow between Chicago and San Francisco, except Denver. I've been to Salt Lake a number of times. However big it gets, it just doesn't say city to me. Maybe they don't use enough steel in their buildings. I really don't know.
Location, location, location the real estate people say. The right location usually takes some big bucks. Hope you find a place.

I live in a small city just outside of Edmonton, Alberta, Canada. It's not the states but might be worth checking out. Lived here all my life. 3 hours from the mountains, snow, nice summers and I have never locked my door nor felt the need to. I never feel threatened in any way living here

Are you crazy Girl?
I love your town and would
relocate there in a heart beat!
Love Houston and all that it has
to offer, but for romance and Mexican food--
San Antonio , is my kind of town..
Big time!
You need to really check out your town before
you decide to move..
S.A. had plenty of food, sex, money, men, etc..
and not in that order..
Open your eyes and be grateful that you
don't have the plenty of Katrina evacuees
that Houston has!!!!
Good luck in your search...
Houston might not have the falling snow, but
it does hold FUN!
