It depends on how firmly the exhaust is plugged. I'm sure you've probably seen the banana trick from Beverly Hills Cop...the exhaust pressure builds until the banana is loudly expelled from the exhaust.

If you were to weld over or similarly seal off the exhaust too well, the pressure would be vented back through the EGR (exhaust gas recirculation) and PCV (positive crankcase ventilation) systems. This would lean out the air/fuel mixture severely and most likely just choke the car until it died.

Worst-case scenario? The exhaust manifold would get extremely hot...cherry-red type stuff. It could even start a fire under the proper conditions.

It will pop it out, probably before the engine even starts. When you run the starter and the engine turns over, it builds compression and the likelyhood is that it will blow whatever you have in the exhaust out before it actually starts. I have a washplug for the exhaust on my ATV and if I start it with it in, it pops it out.

Most likely it wont start. I technique to detain a motorist stopped n traffic is to stick a potato in their exhaust pipe.

If the plug is 100% leak proof the car will start, run for a few seconds, then die.
