Well, think about what fear causes people to do. Much of the lying, cheating and stealing is caused by fear: fear of running out of money, fear of being the victim instead of the bully, etc. Then, too, fear also makes us cautious, which is both good and bad. Risk-taking would increase, of course; both that which involves the opportunity for great success, and that which ends in big failures.
The nature of authority would change, of course. If people are not ruled by fear, then authority has to be from respect which is earned; by real leadership. Lots of people in authority positions right now would not make it if they could not use fear as a weapon. But then many wise folk who are seldom heard from because of fear that they will make a target of themselves would be more significant in our society and that would be good.
I think on the whole the people who are able to live without fear -- who accept things philosophically and make decisions based on more important matters than the emotional response of fear -- are way ahead of the cowards. But maybe that would not be so in a world where fear was simply unknown.

Fear is False Evidence Appearing Real. There are just differnet levels of it. A world without fear would be totally interesting. It would mean living life to the extreme moment more than one would naturally do.

People think that we would be crazy and do crazy things. Without fear does not mean that we would be without reason or common sense. I think we could act rationally, but we would not be paralyzed to be the individuals and society that we could be. Fear is an element that hinders us from reaching our ultimate goals by preoccupying our thoughts.
