When you turn the computer on do you see a screen saying to press a certain button to enter the setup? This should take you to the BIOS setup screens. Usually delete, F11 maybe F2. Browse thru the different sections on the BIOS screens, do you see your cd-rom, floppy etc? When you are finished exit without saving.

Do you mean the cd-rom and floppy actually have no power when connected to the mobo?

As for the monitor, does your mobo have integrated graphics and you are installing a graphics card? May need to disable integrated first if it does.

Some more specific info would be more helpful. What mobo, does your computer get past the P.O.S.T.?

Make sure the IDE cables are connected properly. On the peripheral side Ithe CD, etc) the red stripe on the ribbon cable should be on the same side as the power connector. On the mobo side there is a notch that is matched by the ribbon cable.

Do you have the right powersupply? Check power connections to your motherboard to see that everything that is supposed to be fed power, is. It would help if you included your motherboard model for me to answer your question further.
