i am running a travel agency having 20 cars. But unable to conrol the stealing of Petrol from the drivers.?

i have worked on the averge given by the cars but of no use beacause drivers somehow managed to paly with the meter also. Is there anyway to keep a check on it. Proper answer would highly be appreciated.

who do you beleive is stealing the gas, customers, or employees ?

You can put GPS tracking on them, that shows miles driven and where driven.
