No, in fact I think it is a reflection of their REAL character.
Anyone who behaves badly towards any other person, for no real reason, is not being nice.
Being rude to a waiter shows that the person thinks they are better than someone, it reflects an air of superiority, and in my humble opinion, it is a complete turn-off.
I would not tolerate it. I would be embarrassed to be at the same table with someone who acted like that. I would speak up to that person and ask if the waiter somehow did something to offend them, just to see if they could justify their behavior. I would at least find a way to bring it to their attention.
Something to think about: If they behave that way, they are probably the type to only be 'nice' to your face, in reality.

There is no true or false here. Maybe the waiter did something
wrong. Maybe the person knew the waiter and if so knew something about the waiter that made him be rude. If you were
the other person that he was nice to, did you ask why he was
being rude? That would have been the best way to get the right
answer. Recently I had a waitress get an order wrong 3 times. She didn't seem to care until we were almost finished. She then
started being ms. sweetness. Her tip was smaller than it would
have been if she had been a better waitress and a bit nicer about it.

Any one who is rude to a waiter or other customer service person for no reason is not a nice person. Besides being rude to a service person could get spit in your food.

I think they're very insecure about themselves---they also may feel so oppressed by their own superiors (boss, or dominating parent) that they take it out on someone who can't fight back. This gives them a brief moment of relief from their self-hatred. They might also be frightened that their own social status is in question and need to demand good service to prop up their inadequacy. They might feel out of control in other areas of their life, and feel they can control a waiter, at least. They might also have parents that are rude in public, and assume this is the proper way to behave.

I think you are right. That waiter is a person too. And either you are nice to people or you are not. This person is probably putting on a front to make you think they are nice. Beware!

In my experience that is true. Some people think that a waiter is more like a servant. They do not respect them and feel they can treat them however they want. I am not a waitress, I am in the medical field.

Not a nice person. There is never any reason to be rude to the waitstaff at a restaurant.
That is not acceptable social behavior.
It's been my experience that if a person is being nice to you but rude to others it means he or she is looking for something from you.
What do you suppose that "something" might be?
