like a 1800 european dress? Like one of those dresses you have to wear a corset with? Like in the pirates of the carrabean she wears those kind of dresses. Where can I buy one? They dont have them on e-bay. So where else can i buy one in Michigan or close to michigan?

You're looking for a Colonial gown (not Victorian, the lines are very different, and the corset worn underneath is actually more forgiving)

I saw a few listings on eBay, you may want to add "Williamsburg" to your search phrase, as this style is most famous from Colonial Williamsburg.

I would say a costume shop or do a search online. Try commissioning someone to make one for you on craigslist.com or in your local area.

To add a bit of glitz to this dress, check out Breezy Beach Wear's swarovski crystal pirate necklace. They currently have one in sterling silver with pink swarovski crystals, but will have one in gold with black crystals in about 2 weeks.

Go to E-bay they sell everything from the real thing, to a costume made to look like it. Try under clothing in vintage.

You could try hot topics. I had a project during those ages, and we had to dress up and my friends mother made me thoses victorian dress. You should try asking a friend or people who are tailors, and buy the fabric and they will measure you and make it for you. =]
