The separation has to due with attendance and number of scholarships offered. I-A teams must have a minimum attendance over a certain number of years, and can offer more scholarships than I-AA programs. In addition, I-AA teams have a playoff to determine their national champion, I-A teams must suck up to the B(C)S system to fictitiously crown a champion.

Given the separation, no I-A team should be allowed to play a I-AA team, considering that there are 119 I-A programs out there.
