To let air in, so the coffee/drink can run out. It's the same concept as punching two holes into a can of.....say, sweetened condensed milk to get it out. Anytime you used a 'church key' type can opener to punch a hole in a can, you had to punch two holes - one to let the liquid out, and one to let the air in. If there aren't two holes the liquid runs out much, much slower.

That is to let air into the cup. If the hole wasn't there the coffee wouldn't flow nice. It wold come out in spurts and spats and make a real mess. Cover it up and see for yourself.

It's on all coffee lids. It allows air to get into the cup when you drink to replace the liquid, so you don't create a vacuum.
