You mean 1600 out of 2400? I recall that the SATs decided to change the upper limit of their scores for their tests. Used to be 1600 was perfect. Percentage wise, that is only about 66%. Since I have no idea what schools are looking for with the new ranges, I can't tell you if it is good or not. But, congratulations nonetheless and Good Luck!

Unless scoring for the Scholastic Aptitude Test has changed dramatically along with the format, a 1600 is a perfect score. (Mine's a 1360, but I only took it once too.) Congratulations! I don't understand if you're referring to an ACT score with 24, but I'd say taking it again is a good idea. Colleges seems to accept a 26 minimum these days.

Unless the college or university you're applying to specifically requires the ACT, I wouldn't worry about it.

I think your SAT score is very mediocre. And you should either try your luck with the ACT (but study for it!) or study really hard for the SAT to do a lot better on it next time. It's not impossible to increase your score by a couple of hundred points.
