Yes, but the process won't be error-free. Normally, this is done by sending the client a cookie. So when the client comes back and it has your cookie, it means it's visited you before. Now if the client does not have your cookie, it could be that it never visited you or that the user deleted your cookie from the browser (possibly, as a part of regular cookie clean-up).
