If it appears to be company mail, yes of course. Employees come and go.
If it appears on its face to be personal mail, then almost certainly not. But many firms have rules against personal mail.
A third possibility is where it is suspected a crime may be committed, or a fraud on the company.
There should be a published policy statement, especially where, for example, all mail is routinely opened in the mailroom. Some firms have a legitimate reason for doing so: they fear lawsuits from persons sending unsolicited "inventions" and "suggestions" so ALL mail is opened by a clerk who immediately returns such mail to the sender with a printed waiver-of-rights form.

The U.S. Postal Service takes the position that mail is delivered when it reaches an employer's address. Thus, employers can read personal mail sent to employees at work without violating federal law.
However, most employers will respect the privacy of a letter if it is marked "personal" or "confidential."

It's a toss up. If it did not have the company name on it, then your boss would have broken a federal law.

It is commom practice in many companies for a mail room to open and sort all mail that comes in. If you want private mail don't have it mailed to your office.
But it is not illegal
