The 30° of a sign can be further divided in two ways: by decanates (in 3) and by dwads (in 12).

So the decanates for Pisces are:

0° to 9°59' - Pisces ruled by Neptune
10° to 19°59' - Cancer ruled by the Moon
20 to 29°59' - Scorpio ruled by Pluto

Your Pisces Sun at 18° is in the Cancer decanate and ruled by the Moon. So when delineating your Sun we could add in some Cancer/Lunar nuances.

If someone's Sun was at 0 to 9°59' of Pisces it would be in the Pisces/Neptune decanate and their Pisces characteristics would be very strong.

So to answer your question, no.

Dwads divide the 30° of a sign into 12ths with 2 1/2 degree separations. Your Pisces Sun at 18° is in the Libra/Venus dwad.

I'm not sure I know what you're talking about. Yeah I know all about decanates and dwads. Whoopee! You would be truer to that particular sign if you were born in the first dwad of Pisces, which would make you a double Pisces for lack of a better term, or if you had other planets in Pisces, especially if your ascendant ruler was also in pisces or in the 12th house or aspected the ruler of the 12th or your ascendant. And, of course, you need to look at all aspects to Neptune. Being 18 pisces, yeah you're in the Cancer d. But when you were approximately 12, 13 your life would have undergone a major change. Your father too would have been affected. Most of that, how the two of you were affected would depend on the rest of your planets and the houses they occupy. And the aspects to Mars, both natal and progressed. But all your planets have degrees and they all mean something. I mean, how old were you when moon came to another planet? That too tells you something. When did the degree your venus is in contact something? Etc. Umm-m, to answer what I think you tried to ask above, no. That's not how we use midpoints. And if in fact your sun is 18 Pisces, wow!, are you in for a great big surprise in the near future!
